1.2 PM Dhan-Dhaanya Krishi Yojana completes its first year

The government released a progress update on the Prime Minister Dhan-Dhaanya Krishi Yojana (PMDDKY) ahead of its first anniversary on 11 October 2026.

The scheme was approved by the Union Cabinet on 16 July 2025 and formally launched by the Prime Minister on 11 October 2025. It is a six-year initiative focused on improving agricultural productivity and rural infrastructure across 100 Aspirational Agricultural Districts.

The districts were selected based on indicators such as low agricultural productivity, low cropping intensity and inadequate agricultural credit.

Progress reported after one year

  • All 100 selected districts prepared District Action Plans.

  • The programme brings together 36 Central schemes across 11 ministries and departments, along with state-level initiatives and private-sector participation.

  • Progress is monitored through 121 indicators, including 74 output indicators and 47 outcome indicators.

  • The average score across the 100 districts improved from 18.85 in April 2026 to 46.89 in August 2026.

1.3 CAQM reviews stubble-burning prevention measures in Punjab

The Commission for Air Quality Management (CAQM) reviewed preparations to prevent paddy-stubble burning in Punjab's Amritsar and Tarn Taran districts on 10 October.

The districts have been identified as stubble-burning hotspots during the paddy harvesting season. The review examined coordination among district administrations, the availability of crop-residue management machinery and measures to improve the utilisation of agricultural residue.

The Commission emphasised the need to provide farmers with timely access to machinery, strengthen awareness campaigns and improve both in-situ and ex-situ crop-residue management.

In-situ management involves handling crop residue in the field, while ex-situ management involves collecting and using the residue elsewhere, including for industrial or energy applications.

Stubble burning is an important seasonal environmental concern because it contributes to air pollution in northern India and the National Capital Region.

Exam Point: CAQM functions under the Ministry of Environment, Forest and Climate Change and addresses air-quality issues in the National Capital Region and adjoining areas.

3. Economy and Banking

3.1 RBI opens special dollar window for three oil marketing companies

The Reserve Bank of India (RBI) announced a special foreign-exchange facility on 10 October to meet the daily US-dollar requirements of three public-sector oil marketing companies:

  1. Indian Oil Corporation (IOC)

  2. Hindustan Petroleum Corporation Limited (HPCL)

  3. Bharat Petroleum Corporation Limited (BPCL)

The facility was scheduled to begin on 12 October 2026 and remain available until further notice.

Under this arrangement, the RBI will supply dollars to these companies through designated banks. The objective is to reduce their demand for dollars in the normal foreign-exchange spot market and ease pressure on the Indian rupee.

The measure was announced amid depreciation pressure on the rupee, higher international oil prices and increased demand for foreign currency from importers.

Why is this important?

India imports substantial quantities of crude oil and must pay for much of these imports in US dollars. When oil prices rise, the demand for dollars can increase, placing additional pressure on the rupee.

The special window is intended to redirect oil companies' dollar purchases away from the regular spot market.

3.2 RBI tightens foreign-exchange derivative rules

Alongside the special dollar facility, the RBI tightened rules governing foreign-exchange derivatives linked to the Indian rupee.

The announced measures included:

  • A Foreign Exchange Risk Reserve (FERR) requirement of 20% for specified derivative contracts used to hedge current-account transactions with a notional value exceeding US$2 million.

  • Reduction of the transaction limit without proof of underlying exposure from US$100 million to US$5 million.

  • Restrictions on rebooking cancelled foreign-exchange derivative contracts.

The measures aim to discourage speculative activity, strengthen verification of underlying currency exposure and improve market discipline.

Static Banking GK

Foreign-exchange derivatives are financial contracts whose value depends on exchange rates. They are commonly used by importers, exporters and financial institutions to manage currency risk.

Hedging means taking a financial position to reduce exposure to an existing risk, such as fluctuations in the rupee-dollar exchange rate.

3.3 India's bioeconomy approaches US$196 billion

Union Minister of State for Science and Technology Dr Jitendra Singh highlighted India's expanding bioeconomy at the 121st Annual Session of the PHD Chamber of Commerce and Industry in New Delhi.

According to the minister's address, India's bioeconomy had grown from approximately US$10 billion in 2014 to around US$196 billion, with a target of reaching US$300 billion by 2030.

The bioeconomy includes economic activity based on biotechnology and biological resources, including pharmaceuticals, vaccines, agricultural biotechnology, industrial biotechnology and other life-science applications.

The minister stressed that closer cooperation between industry, universities, scientific institutions and start-ups is needed to convert research into commercially viable technologies.
